name the weevil, please

I found this critter just sitting in full view amongst the foliage of one of my Rosmarinus officinalis 'Haifa' (prostrate) today.
It is obviously a weevil, but not one I have seen before. I would appreciate an ident., please. Comments on its significance as a pest would also be appreciated.
