Pruning pinus pinea

I am about to prune a couple of large Pinus Pinea in my garden. I have always been told that lower rings should be prumed to get the typical umbrella form. Up untill now I have been quite successful; the trees are getting more beautiful every year.

But the firm who executes the job tells me that pruning the lower rings encourages growth up high. And that local communities discourage pruning these lower rings in order keep the tree stronger with regard to winds and snowfall. Has anyone heard of this before?
