Unusual flower bud growth

I have watched this bud growing on an agapanthus flower stalk for a few days. It's something I have never seen before and found difficult to photograph clearly. The first photo is of a small bud growing out of the side of an existing flower stalk. The second photo is an attempt to show where it is growing from. It can just be seen where the flower stalk takes a sudden turn from the vertical and begins to curve.
Cyprus Branch Head. Gardens in a field 40 m above sea level with reasonably fertile clay soil.

The extra flower bud did open eventually.
