Plant on disturbed land ID'd by Oron as Tripodion tetraphyllum

A friend of mine asked me about this plant.
It is growing near a seaside village in Greece where there has been a lot of mechanical digging to make the new railway.
Can anyone identify it?

Living and gardening in Tivon, Lower Galilee region, North Israel.

It is not in the book I have about Mediterranean plants but I did find it on a Greek website.
Now I should go to my friend's village to see it myself.
