ground-hugging, tomentose leaves plant ID'd by Oron as Teucrium capitatum

Can anyone help me ID this dainty gem I found growing in great numbers deep in the hills not far from Dubrovnik. Thanks!

Looks like Teucrium capitatum

Thanks for the invaluable clue! I looked around a bit and this would seem to be Teucrium polium, I found closest image ID here: http://florapugliese.blogspot.com/2008/10/teucrium-polium.html

I would have said T. polium as well only that its distribution doesnt reach this area;

The photos which seemed closest to mine on which I've based this are from Apulia which is just across the sea so I'm (tentatively) fairly certain this is a positive ID (I hope!?).

By the way the cause for all this confusion might be because of its old names [now synonyms]
Polium capitatum (L.) Mill.
-Teucrium polium subsp. capitatum (L.) Arcang.
