Olive fly, time to act?

Our olives are badly infested by the olive fly. We have tried pheromone traps, which was not of any effect.
Basically we do not want to use chemicals, but we have decided to try it one year or may be two, and then stop it again.
What we are planning now is to hang bottles with some fluid (naphtalin?? or??) and spray the trees with some chemical afterwards - and now the question:
The right time to do it (the one and the other),
What is best to put into the bottles,
What chemical to use?

Our grove is at Peloponnese, south of Nafplion.

Found this Poster with the Italian title "La Flora Utile" outside a Masseria in Puglia, Italy, and thought it could be a useful complement to this post as well as to Chevrel Traher's article "Organic Olives."
