Euphorbia Pithyusa

Hi
We have the Euphorbia Pithyusa, in the ground.  Over the summer it lost its big leaves and became quite scraggy, I assumed this was normal behaviour for it.  However, we came back from a few days away, a few days ago, (when it possibly had first too much water from the rain, and then too little) and it looks dead.  Should we cut it back in the hope it will regrow?  Or wait and see what it does?  Or is it dead?
