name the tree

This low tree was growing behind a barrier in what looked like a building site?
We saw  it near the Madrid Rio at the beginning of April.
I thought it might be Wych Elm Ulmus glabra
Does anyone agree?

No garden but two balconies, one facing south and the other north.
Most of my plants are succulents which need little care

Definitely is an Elm. I'd suggest Ulmus parviflora or Ulmus chinensis
M Land. Arch., B. Sp. Ed. Teacher, traveller and usually climate compatible.
