This low tree was growing behind a barrier in what looked like a building site?
We saw it near the Madrid Rio at the beginning of April.
I thought it might be Wych Elm
Ulmus glabra
Does anyone agree?

Definitely is an Elm. I'd suggest
Ulmus parviflora
or
Ulmus chinensis
