Eryngium maritimum (sea holly).
There are lots of these textureful plants on the beach between Latchi and Polis, making nice pictorial essays with the sand in tones of brown just now.

We have a couple of native species of Eryngium in Australia and a local one is Eryngium ovinum. We spotted some yesterday when I didn't have a camera so I plucked a couple of stems to bring home to photograph (and maybe get some viable seeds!);
The first picture shows the comparison between it and the imported E. planum,
