Can anyone please help me identify this flower? Small in size - clumps of spikes with blue flowers, found in abundance now in May in the hills round Dubrovnik..

Hard to make an ID without the foliage but it appears to be a Veronica of some sort

Thanks! Unfortunately forgot to take any shot of the whole plant. Perhaps Veronica austriaca, though this was less than one foot high.

I was trying to identify a tree taking photos of the flowers. Now it seems I should have looked at the bark.
There is always something missing from the photo.
