 I have gardened in sub-tropical Florida, maritime UK, continental Europe and the Mediterranean basin, France. Of the 4 I have found that the most difficult climate for gardening is the latter.

On the right track, Jorun, but Fermi has it. I won't be mean enough to insist on the species. Actually I believe it to be C. griffithii rather than C. plumbaginoides.

I should have guessed that it was not as easy as I thought.
