Well it's a tricky one. I assume it is very small at this stage because of the cells that are visible on the red collar like structure. Is the collar like structure a part of the bulb?

The collar is part of the leaves ! emerging from the bulb, and it's from south Africa.

It looks like a bejewelled cushion. I have to say that I would be just guessing. Ammocharis?

I see we are mooving to science fiction at this stage...
So i would say a Red Sea Anemone eating Cyrtanthus elatus leaves...
